1. Source verification
Every review starts from the official notice and its documents — SAM.gov, CanadaBuys, TED or AusTender — never from a summary or a third-party listing. The amendment state is established first and printed on the deliverable as the amendment baseline; if a document sits behind a portal or registration gate we cannot lawfully access, that gap is flagged as unreviewed, never guessed.
2. Requirement extraction
Requirements are extracted with a source reference for each one (document + section). Each requirement is classified as mandatory (pass/fail), scored (evaluation factor) or informational. Disqualification gates are kept separate from scored factors throughout — blending them is how firms talk themselves into unwinnable bids.
3. Evidence mapping
Each requirement is mapped to the evidence a bidder must produce. Gaps become the missing-evidence and owner-action list: what is missing, and the concrete action that closes it.
4. Document completeness
The document set itself is checked: which files were received and read in full, which were absent, and which could not be reviewed. A sample of this check is on the sample output page.
5. Bid/no-bid scorecard
The scorecard weighs deadline feasibility, document completeness, requirement clarity, evidence readiness and amendment risk. Its assumptions are printed on it. It is decision support — not an eligibility conclusion, not a win probability, and never a guarantee.
6. Human review and QA
Work is prepared with AI assistance and reviewed by a person before delivery: source references are spot-checked against the documents, classifications are challenged, and any unresolved item is flagged rather than smoothed over. Client material is used only for that engagement and is not used to train models; handling options, including excluding AI processing, can be agreed at intake — see privacy.
7. Limits
A review covers the approved document set only. It is not legal, cost-accounting, price-certification or eligibility advice. Deadlines and requirements must always be verified on the official notice before submission.
